COVER Lab staff's support of the MCSAP and Truck Size and Weight programs covers a wide range of technical and non-technical services. Commercial Vehicle Safety Plan (CVSP) program analysis and evaluation constitute the majority of non-technical support. The technical support component of the MCSAP and Truck Size and Weight programs are comprised of both on-demand custom analytic services and a range of web and GIS support services.

Because federal funding increasingly requires data-drivenĀ  enforcement plans, support service emphasis has been on IT-based decision-support services, such as GIS database development, on-demand analytics services, and web application development and hosting. The goal is to provide intuitive and powerful decision support tools that MCE planners can use to more effectively target and prioritize geographic areas where commercial motor vehicle safety and road infrastructure preservation concerns are the greatest.

In the graphic to the right, elements inside the large green box represent GIS database development, analytic services, applications and projects that comprise the foundation of COVER Lab's support. These include both GIS and non-GIS products. The non-GIS products include on-demand analysis and web analysis tools. The GIS products include GIS layer development, analysis, web map applications and hard copy maps.

COVER Lab is currently in the process of combining the web map products and web analysis tools into a single rich internet application (RIA). This will allow non-technical MCE planners to quickly and intuitively visualize data relationships in order to reveal patterns and trends for increasing enforcement effectiveness.
