Are the Recession and the Decline in Commercial Motor Vehicle Crashes Related? Is Commercial Vehicle Enforcement More Effective During a Recession?As you know, ITRE has been supporting the analysis and program evaluation needs of the North Carolina Motor Carrier Enforcement Administration (MCE) for years. A primary function of MCE as well as the Federal Motor Carrier Safety Administration (FMCSA) is to reduce truck-involved crashes.
During the recent economic downturn/recession, there has been a significant reduction in truck-involved crashes and fatalities. There has been a similar reduction in crashes for passenger vehicles. Can it be that commercial motor vehicle enforcement is more effective during a recession and should therefore be given primary credit for the improvement in safety?
This presentation, Applying Technology to Improve the Effectiveness of the Overall Motor Carrier Enforcement Mission(PDF:3.18MB), given by Major Marc Nichols of the NC State Highway Patrol at the Commercial Vehicle Safety Alliance (CVSA) Workshop in San Antonio, TX in April 2010 provides a brief, high-level overview of work being done by ITRE at NC State University in support of North Carolina’s Commercial Vehicle Safety Plan (CVSP) and the state’s Truck Size and Weight Enforcement Plan.
The CVSP-related work is funded by the state’s Motor Carrier Safety Assistance Program (MCSAP) grant from the Federal Motor Carrier Safety Administration (FMCSA). The work in support of truck size and weight enforcement is funded by a grant from the Federal Highway Safety Administration (FHWA).

In early 2006, the North Carolina Governor’s Executive Committee on Highway Safety established a Commercial Motor Vehicle (CMV) Working Group.
